Under the National Construction Code (NCC), ‘non-habitable’ buildings or parts of buildings

not) to Class 1a in order to allow a lawful use as a ‘habitable’ space.

All relevant approvals must be obtained prior to any building works being undertaken or
before the new use can begin. These will include a Building Approval for a change of class
and in some cases a planning approval through your local council. A private certifier will
review and assess documentation, and conduct necessary inspections in accordance with
regulations, legislations and building codes prior to the issuance of final certification
documentation.

Ceiling height specifications for habitable as to non-habitable rooms, and finished slab heights
